Microinternet uses mesh-networking to form peer to peer network to which any device having Bluetooth LE or Wifi direct capability can connect by discovering them. A network can have an infinite number of devices and any two devices can communicate with each other even when they are way beyond the signal range with the help of their peers.

The network works very similar to the Internet, where devices have fixed microinternet address and devices following the Microinternet protocol can send packets to any device using the device's Microinternet address or send multicast packets or packets to every device and receive packets addressed to them. The packets are routed using the best and fasted path to reach a particular device much like the IP protocol but at a micro-decentralized scale. Each device is very well aware of all devices connected to it and the network tree structure. Being an open protocol like TCP/IP, any two devices can implement it and facilitate for communication between several devices part of an organic ever growing network where the connections would rearrange to be part of a larger network everytime. The devices can implement internetless payments eg. UPI payments without internet. Or any other utility feature which requires communication and can be done even without internet or a messaging app which leverages both this as well as the internet so that those in an emergency without internet will still be able to send messages using the internet access of another device part of the network.
